I finally found a block for my A but I am sure it will need the deck surfaced as it has a few pits and rough spots, how much will this affect the height of the new sleeves?

Install the new sleeves and machine the sleeves along with the head. Depends on how much the block has to be machined as the head gasket and head hold the sleeves in place any way.

I would get the counterbores cut after maching the deck. I would hate to be the one that has to replace sleeves next time if you don"t. Also, if the deck takes a lot off, the sleeve flange will be thin & could break. Normally the sleeves are above the deck a couple thousands too.

The machine shop that decks the block should be able to counter bore the deck for the inset of the ring at the top of the sleeves.
If you don't the head will not fit and seal properly.
