my 47 h runs rich black smoke from exhaust wont idle down took carb apart cleaned out but still runs like crap not rough just real rich and high idle choke not stuck or any thing like that im wondering if the gov is screwed up

The float level may be off, or the float may be filling with fuel at a crack, or pinhole. If this happens it will give the same symptoms as Old indicates Both are possible. JimN

Idle screw only works when your at idle. I.E. as slow as the engine will go. The main jet is the one you need to adjust and if you can close it up all the way and not kill the black smoke and the engine then you still have a carb problem. I have seen them where the main jet is just plain bad and needs to be replaced and or that its not even there any more because some one took it out and forgot to put in back in when they did a carb rebuild
