Farmall 400 govenor surging

Got 400 painted and back to work on six foot brush hog in heavy cutting. It causes the gov to surge or hunt constantly while cutting,runs perfectly otherwise. So I tried leaning carb half turn and set timming with light at 25 btdc high idel. Back to the field and that made a big difference. Could that easy fix really been the answer instead of gov rebuild ??

Surging of that type is caused by the carb linkage not being in sync with the governor.

One is pulling one way and the other is pulling the other way in a constant see-saw cycle.
