I just put a carb kit in a cub that had been sitting for some time and now the governor makes it surge sometimes btu not all the time. How can I fix this?

dollar, i just had the same problem, and it was caused by free play in the linkage. with engine running take hold of the linkage and move it back and fourth, it should instantly raise or lower rpm, and there should be no free play. the keyed shaft where it hooks to gov. gets sloppy and where the spring hooks to the linkage, the hole that the spring end hooks to gets wallowed out. the owners manual has a section on the gov. hope this helps.
