What type of fouling does it have sotty and black or oily and black?? If its sotty then first off check the air cleaner and see if its clogged up. Also check that the choke isn't stuck closed. Then adjust the main jet by turning it all the way in and then back it out about 3 full turns. It may need to be adjust out more but the 3 turns is a good place to start. You should be able to turn it in to a point that the engine dies then turn it out about 1 turn from there and see what happens
