Under band around starter

I took the band off the back of the starter on my 300u. Under the band it was wrapped with what appeared to be several layers of masking tape. The tape was wet in places and a mess, I took it off.
My question is, should the holes in the back of the starter be covered with more than just the band, and if so what should I use?
I am on foreign turf on this one. Thanks for any help!

What is the purpose of this material? Water-proofing? The after-market starters for my F-20s do not have any material. Should I add it?

I use 15 lb. roofing felt to make this piece.

I use a strip of .010" gasket paper and hytac spray to adhear it to the inside of the band. Masking tape has issues including weak resistance to moisture, and gooy glue that collects powder from the brushes and it also takes up space. JimN

My generator and starter both had masking tape underneath the metal band. I bet this is a good indication of them being serviced. The comm and bruches are in great shape. I wouldn't worry about it if the tape is in good shape. I would, however, be concerned about the watermarks on the tape...

Originally, there was a single wrap of insulating paper, similar to paper gasket material, under the band. Sometimes, there is a single staple, at the midpoint of the band, holding the paper to the band.
