Ok, I am going to be looking to upgrade my working 2N to something that will be able to work a tiller. What size IH will be the best jump up? I dunno much about anything other than the N's and have read numerous places that the N don't have a slow enough gear for this work. So looking for some advice to an upgrade.... Thanks!

I know very little about Ford tactors but isn't there an aftermarket transmission (Sherman) that bolts in somewhere to give you an additional lower range or two.

Even a IH tractor with a Torque Amplifier is marginal for rototilling. Some models like a Farmall 504 (perhaps 340 as well) had a low speed first gear and may be satisfactory if the TA is functional. The Cub can be modified with an aftermarket 2 speed rear gear set and may also work. Ideally you want a hydro transmission that allows infinite speed settings. Cub Hydro is one such tractor. The first larger IH tractor would be a 544 Hydro.

I use a large frame IH (660 with Fast Hitch) 80hp tractor for rototilling. This is a 10,000 lb tractor and is probably more than you want.

You really need a utility with a split range transmission, 444, 454, 464, etc, many others, usually built in the 60's, maybe a 404, not sure about the trans in that one. The A,B,C,H,M, etc do not have a low enough 1st unless you are lucky enough to find one with a creeper gear.
