Sure, it's set up for a hand crank. I've never seen a humping tractor. No wonder there are so many Super C's around!

If by Hummps, you mean you do not hear a high spinning starter motor sound like you kept the key on too long, but a click and/or nothing, It may be the big switch on the starter. Test as follows:
With the battery not hooked up (because you suspect it to be an issue), and the tractor in neutral and brakes locked (or wheels blocked), and with the ignition button in (off) use a good 12v battery (or jump vehicle) and attach the positive cable from the good 12v to the frame of the tractor. Then using the Neg jumper cable, touch the post on the starter switch that is going directly into the starter. Some may have this post under the switch as a small copper post sticking out and will require the removal of the switch to get at it (I do not know if they were common, but I have seen it). This will spark something firece and make the starter engauge if it is good. The engine will turn over. If nothing happens, the starter is open (meaning bad brushes or bad connection) if it spins the switch, wires, or battery is bad. The wires should be #0 size or #00 size and clean at all connections. Good luck, JimN

Starter most likely needs to be rebuilt or replaced

Old has it. I bet if the lights were on they would dim way down when starting. New bushings , new brushes, cleanup, a new (improved IH brand from dealer) pinion, and good to go. JimN
