On a c 113 engine, does anyone know the reason for the horseshoe shaped clips that go on the valve stems?

What is supposed to be there is a small wire hairpin style clip just for safety if the main keepers were to come out or break. It would keep the valve from droping into the engine.

In the event of a broken valve spring the clips prevent the valve from dropping down and a piston hitting it

They are not the valve keepers. The valve stem has an extra groove below the keeper groove where they fit. I don't see how they would be a seal. They would prevent the valve from dropping on top of the piston if the keepers ever came out.

Valve Keepers are tapered wedges which (in pairs keep the valve retainer on the stem of the valve. If there is some other horseshoe shaped device, it may be a remaining piece of a valve stem seal of some type. Keepers are real common. JimN
