Super MTA brakes locking up

Hello! We have a S-MTA whose brakes lock up when applied. We have removed the housings and cleaned the balls, ramps, friction surfaces and mechanisms. We have also cleaned the pinion shafts, which are worn. Any ideas on a proper way to fix these? Thank you for any input!

How are the lined friction discs? If they are excessively worn, or the splines on them are worn badly, this could cause a lockup situation. Are the retracting springs[3 per side] in good shape? If these are stretched or loose, they won't retract the brakes after application.

It could be excessive wear on the actuators etc. I have a theory that the housing needs to be machined to fit tighter.
