I can't understand if you are asking a question, and if so, what is the question?

Are you having trouble assembling it?

Is it a new umbrella? Most the new ones I see mount over the axle with braces which can be mounted to bolts on the operator's platform.

If it is new and it does not have a bracket to mount at the bottom then the answer is "no" it does not. I don't guess I have seen a steering-post mounted one which does go to the platform.

Used IH umbrellas in the 50's, bracket bought from the dealer fit the steering post, I have never seen one on the transmission cover, seems like it would be in the way (the one on the steering post is too) dunno know why it would be needed anyway. I didn't particularly care for umbrellas, they would flex and flop around in the wind, but my folks made me use them.
