Setting Valves on C

I have a C with a rebuilt engine and it runs, but was told the valves need to be set. I have the shop manual, but I cannot seem to find any marks on the flywheel to mark TDC on #1 piston. Is there in fact a mark or something to use? How do I ensure 2,3,4 are also a TDC? Please help, thanks.

You can set the valves using the two-position method.

With the #1 spark plug out, hold a finger OVER the spark plug hole, and slowly crank the engine. As #1 comes up on TDC, air will rush out past your finger. At the exact point of #1 TDC, the force of air will stop, and if you turn it any farther, the piston will be going down, past TDC, and you will begin to feel suction.

The unit DOES have timing marks, either on the front pulley or the flywheel, which will indicte the EXACT point of TDC.

Once you have located #1 TDC, set half of the valves, as shown in the chart below, then turn it EXACTLY 1 turn, to #4 TDC and set the other half.
