Might try using a fine stone in a drill press at high speed. Set the table to one side of the quill & put the meter face down on a shop rag which has been put on the table to dampen vibration. Very slowly grind off the crimp on the outside edge a little at a time. To reassemble, use clear silicone seal sparingly on the outside circumference where you ground the crimp earlier. This probably won't stand up to a major earthquake, but will probably last. Most of the modern gages have a plastic needle which tends to droop in the heat. If this is your problem, use care when bending the needle.

They are not meant to be taken apart, but somebody put it together when it was new, and if you are determined enough, you can take it apart. A small screwdriver or similar used as a prying device will allow you to straighten out the crimped edge where the bezel that holds the glass is formed around the body of the guage. Look it over carefully, use a lot of patience, and you can get it apart without breaking anything, and be able to put it all back together again.
