Belt Pulley Question

I'm cleaning up an old pulley for my F14. It was covered with a nice even layer of rust and scale, not a trace of the original finish anywhere.

I hauled it out of the electrolysis bath this morning and started scraping the crud off it, and on the outside there were flakes of something. My first guess was paint, but then I got to thinking it might be some sort of friction/traction surface.

So, my question is, were the early (pre-letter series) pulleys covered with anything or were they just painted metal?

The stuff you are seeing is dried belt dressing. Belt dressing was applied to the inner surface of the belt to make it somewhat sticky, and prevent it from slipping.
