Ground driven corn binder

This isn't about a tractor, but I'm going to pull it with my H and is IS an IH, so I hope not to get blasted. I've had it most of the way apart, everything is free and greased well. However, the knotter runs all the time. I understand the basic concept of when the knotter should run(when a heavy enough bundle pushes back the arms and activates the knotter cycle), but I can't seem to figure out why it is not locking the knotter out when it is empty. I've been unable to locate a manual for this, so figuring out the mechanics of how this lockout should work is escaping me. Any help or if anyone knows where I might find a parts or repair manual would be greatly appreciated. I've got to get this thing working before time to harvest the sorghum in a couple of months, and I've still got to rebuild all the wood! Thanks, Kevin

I do not know the model, but Cowman thinks its a post 1925 model based on some pics I sent him. If there is something I can look at to give you the model, let me know. Thanks
