Super H hunts at 3/4 throttle

Guys, Finally got the SH back together after a resto, and rebuild. It idles great, and runs at full throttle super, but hunts at 3/4 throttle. I went through the carb AGAIN thinking I had a partial plug, but it didn't help. If I open the choke a tad, it smoothes out so 1st inclination is that it need more fuel, but under load, and at full throttle it runs super, so I assume it's getting enough, next thought is governor, I didn't go inside it during the rebuild as it is so darn responsive...am I barking up the right tree here? These adjustments are done with the engine off. 1. Loosen the 2 screws that are holding the governor tube to the governor housing & gently tap it so it "centers" itself then tighten the screws. 2. Remove the top cover on the governor housing (has the pipe going to the top of the engine) and check governor to carburetor synchronization. With the throttle lever set wide open, the clevis pin should just slip into the governor connecting rod that is in the tube. Adjust the clevis height if needed & lock the nut. You may need small fingers & a right angle needle nose pliers to make the job easier.

You could open the main jet adjusting screw and see if this helps. Hal
