I just took the bottom part of the carb off. I took the float off and took the needle out of the seat and it was all clear. I know it is getting enough vacum. Is there anything else I can do?....Thanks

I still do not know if the tractor was running recently, or how/when it stopped. The details are important to diagnosis. If there is fuel to the carb (meaning that if you put a can under the carb with the bowl off of it and turned on the fuel at the tank, fuel would come out the needle/seat in a stream 1/2 the size of a pencil for 2 minutes). If so the jets in the carb could be pll plugged up. Carb cleaner and a rebuild kit would repair that. Clean every passage and blow out with air. To see if it is a fuel problem, pull the plugs and use a pump oilcan to pump one squirt of fuel in each cylinder then replace plugs and try to start. If it does then stops, it is fuel, and the carb needs to be serviced. JimN, Please start a new entry topic as this one is getting lost in history. THanks

Take the bowl off of the carb (don't take the whole carb off) and you will see the float and it is pinned to the upper half of the carb. While holding the float, remove the pin and watch the locations of things when lowering it. The needle will come out of the seat. See if the seat is plugged up. It should be clear to the inlet fitting.
Good luck. JimN

Tell us what you have done so far.
Crank on it for 3 seconds with your hand over the air inlet to the carb (remove hose) to see if it has serious vacuum (your hand should be sucked toward the inlet enough for you to decide to pull it away without thinking. If not there may be stuck valves.

How is your compression? Could have bad manifold gaskets. If this has been setting for a while the cyl walls coulld be dry. Remove spark plugs and squirt a fair amount of oil into each cyl and crank over and let set for a while. This will build up compressin and vacume. Or you could have a few valves stuck open. Maybe the needle in the carb is sticking shut. Could be anything. Hope this helps
