Are you using the belly pump which is controlled by one handle to the right of the light bar? Does the belly pump have hoses attached? Is any equipment connected to the hoses? Let us know a little more to get accurate information.

If the three outlets are capped or plugged, you will have to remove one of them to test the pump. Put oil in the pump, start engine and pull control rod all the way back. Oil will pump out through the open plug. (put a hose on it first)to dump it in a bucket, and not on everyone around you.

i removed all plugs there is no loader i engaged the lever and nothing tractor has about 6 qts.

I've advertised the same way . As said below I can get more in parts .
What I call common tractors , Farmall C , H & M 's JD A & B's are hard to make any money on unless I part them . I have a 51 JD A I bought thinking I have the parts it need's . After I got it home I remembered that the parts I
need went in the last scrap roll off we sent out . Now I could offer it for sale needing a few things or I'll cut it . About the best I can do selling it whole is break even . Parting it with 4 hours work I can make money .

Yikes! You do realize that you're pretty lucky that it DIDN'T work, right? Even those low pressure pumps put out about 750 PSI, and with the plugs missing, you'd just be spraying high-pressure fluid in all directions. Believe me, you do not want to take a shot in the eye, or anywhere else.

If you can't beg/borrow/steal a hydraulic pressure gauge, just use your ears. With the plugs in, the tractor should grunt a little when you pull the lever and the pressure builds. You may also hear a squealing after a couple of seconds. That's the relief valve letting off the pressure.

There's a sheet metal cover under the belly, between the pump unit and the transmission. If you drop it off you can see the shaft that connects the two. If it's loose, or the coupling is missing, you get nothing. With the tractor running (be careful, right?) you should see the shaft spinng into the punp.
BTW, if you hold the clutch pedal down you get nothing, also.
Also, the way the lever connects it's possible for it to be loose enough that it's not really moving the valves when you pull back on it.

On the M, the coupler that operates the pump looks like a 1/2" bar welded on opposite sides of a small disk in the shape of a cross.
Pump has to be dropped a couple inches or so to get the coupler in place.
