The width is the measurement from one inside lip to the other, in other words the distance between the vertical surfaces that the bead fits against, not the width edge to edge. Perhaps if you had two people to hold two rulers absolutely straight up and down on the outside while you measure between them, then subtract maybe a quarter inch, or whatever the twice the rim thickness is.

I need to get a different rim for my Super MTA. The tractor has 13.6 X 38 tires on 12" rims. Does that mean I need to get a 12 X 38 rim?

My interpretation of the IH parts manuals is that the rim size be no more than 1 inch smaller than the tread width, meaning for a 13.6-38 (12-38 old designation) a 11 inch is adequate, a 12 inch is also ok. My 460 had 15.5's on 12 inch rims, when I finish it I am likely going to use 14.9's, it may have come with 13.6's or equivalent. Because of what I have read on this forum I was surprised to find the 12 inch rims when I removed the 15.5's. They seemed to fit perfectly with no objectionable curvature of the tread, compressing of the sidewall at the rim, etc.

Rims are the same. That rim was designed for 11-38 (12.4-38) tires. Pretty standard on an H.

Yes, it'll bolt on and work. It will be a little wider than the original, but it'll work.
