Start taking the engine apart, or send the tractor to the scrap yard... Those are his only two options.

If the pistons are stuck that badly, then the engine needs to be rebuilt anyway. Maybe the diesel fuel trick will work, or he might have to pound out the pistons and sleeves together with an oak block from underneath. It may be so bad that he'll need to take the block to a machine shop to have the sleeves pressed out...

Someone posted several months ago about this sort of problem. The poster claimed success after several weeks/months of soaking, putting a quantity of diesel fuel in the bores and lighting it on fire. This assumes that the head and other attachments are clear and out of the way. He said it worked very well, I have not tried it so can't say from personal experience. Caveat Emptor

I believe the poster was me. I used it several times on several different tractors. It really works. A diesel fuel fire is not a big deal like one might think. Not much more than a big candle. It heats the cylinders to a temp that is still below the normal operating temp and does wonders to get things busted loose. You will still most likely still have to re-ring it at least. Or new sleeves if they are pitted bad. But this is a good start. Soaking works well on a mildly stuck engine, but the burn works on everything else. You do need to remove the head of course.

Are you sure that the pistons are sticking?

The starter bendix on these tractors have been known to jam with the ring gear when they get worn. Easy way to tell is to take the starter out of it's hole, it's only two bolts. May not be it, but it's an easy thing to check.
