The light bar arms are not grounded I can put a ground to light and it will work. I have checked with test light all of tractor is grounded except for light bar arms.

If your asking what I think your asking. The lights won't work when mounted on the tractor. Been there. I had to take the lights off and take a grinder and knock all the paint off the light bar where the bracket goes and inside the bracket to get a good ground befor they would work. It's been a while but I think the lights ground inside the teardrop light case so the braket and light bar need to be clean and bare to make a ground.

I don't understand your question. If the bulbs and switch are good, and everything is wired correctly, you likely have a bare wire touching metal inside the steering post or light bar. Pull out the wires and replace, if you can't locate it.
