M Engine Surging

Once in a while, I'll get some engine rpm surging. It happens when I idle down a bit to turn at the end rows while planting. Is there any adjustment to the governor or does it need to be rebuilt? If it does need to be rebuilt, is the ball type rebuild kit available? I can't remember the manufacturer of the kit but years ago I rebuilt a 560 governor with the ball type kit and it worked great.

It certainly could be the governor, but a slightly lean fuel mixture can also cause surging.

I don't know of a ball configuration to the M governor. Mine surges some also at low idle. I am guessing that the spring may be weak.
