Okay, Here is the story: When top tank is full, gauge reads 1/2. When top tanks is empty, gauge reads empty. I know top and bottom tanks both have sending units, shouldn't the gauge read empty when the bottom is empty. A little help here, please!

Ralph, this is not a scientific approach, but I changed the top tank sending unit,(no change) then I changed the bottom. Works fine now. Tom

Yep , it is the bottom tank unit that is bad as it has to be in the up posision to get the correct reading on the top one , now it may be just a bad wire so to check that ground the wire from the bottom tank and see what the gauge does if it showes full when the top tank is full the it is the unit in the bottom tank.
