my h sat for a while. it needed new plugs and wires, a coil, and all of the fuel lines and the carbeurator had to be cleaned. also, a shot of starting fluid helped.

Most likely the contact points have a film of oil or other contaminant on them, preventing a good electrical contact. Open the points slightly with your fingers and insert a clean piece of paper between the two surfaces, and then, holding the contacts together, pull the paper out. You will be amazed at how dirty the paper is. You might want to repeat this operation until the paper comes out clean. In a pinch, a dollar bill will serve the purpose.

Check for spark; likely the points are dirty from sitting so long. Put some engine oil in the spark plug holes to restore compression. Get some new gasoline.

You need 3 things to run any gas engine;
1. a good strong correctly timed spark
2. fresh fuel-air mixture in the right proportion
3. decent compression.

Sitting a couple years means maybe carb problems, points bad, plugs bad and maybe bad wires from mice. Do you get get flow from the drain plug on the carb. Have you checked spark, may guess is the points have correded up and aren't working.

Spark at the plug would be nice. Does it have a magneto or a distributor? JON
