Any and all suggestions welcome on how to remove this gear to replace bushings below it. Have jacked frontend up and took several swipes at the steering post with a punch and 4# sledge. no movement.

HENRY, The 4# sledge usually does it but perhaps you could wedge a couple large chisels or splitting wedges between the bottom of the tractor and the top of the plate the tricycle front end mounts to. Apply this extra pressure then resume hitting on top of the shaft.
good luck

I had left the wheels, etc., on mine, on the theory that the weight would help pull the shaft down. Also that the wheels would catch every thing when it did pop loose. But Bob's thought makes sense, too.
Good luck,
Wm

Henry - If you haven't already, remove the lower bolster/front wheel assembly (flanged connection on the lower end of the upper pivot shaft). Then try the hammer thing again.

Reason: The bolster/wheels in place are a couple hundred pounds of mass absorbing most of the energy in your hammer hits. The hammer will be MUCH more effective when it's working only on the relatively upper light pivot shaft!
