I have a Farmall M tractor that started to skip; the valve spring cap busted off. I removed the head, replaced the valve spring, adjusted the valve seats and put new gaskets on it. It sounds much better but now seems to have no power. When I pull the throttle, it does not seem that the governor wants to open up. Do I have a problem with the govenor? I don't know anything about what to even check for on the governor. Or is there something else wrong?

I would check the governor link at the carb body, I bet you got it out of position, they are tricky.

Are you sure there's no fuel restriction to the carburetor like dirt or rust? You can open the main jet adjusting screw near the bottom of the carburetor several turns CCW. Valves should be set at .020" cold. You could've changed that valve spring without pulling the head by having that piston at TDC and applying 100 psi of air pressure through the sparkplug hole. There's a tool made for this and I have one that's used to compress the valve spring. You would need to make sure the air pressure is holding and not leaking past the rings. Hal

You can set them in this order. You need to bring No1 piston up on the compression stroke to TDC, it's near the radiator. Remove the sparkplugs and hold your thumb over No1 plug hole until you feel compression while someone hand cranks the engine. Once you feel the compression
slowly keep cranking until you align the notch on the damper with the pointer. You can now adjust these valves Nos 1,2 3 and 5 counting from the radiator. Set them at .020" cold, they're suppose to be at .017" hot. After setting these
valves you need to rotate No4 piston to TDC on the compression stroke and set valves Nos 4,6,7 and 8. Once the engine gets hot they should be close to .017". Hal

I haven't seen the method you talk about with the TDC on 1 and valves 1235 and TDC on 4 and valves 4678. Would it be the same as placing each cylinder at TDC and the valves at 20 cold? or would this not work?

Either method will work, but using No1 and No4
pistons at TDC on the compression stroke you can adjust 4 valves instead of 2. You can adjust them with the engine running too, but it's a little messy and hard to use a feeler gauge with everthing moving and trying to adjust the valves.
