gear pattern

i have an F-20 parts tractor with 4th gear toward fuel tank (cast shift pattern) it is a 1938 with 36 inch round spoke wheels.
my other 20's have 4th gear toward rear of tractor.
is this a "road gear" and what is approximate speed?

My parts book lists that option as the 7.07 MPH gear. Still not as fast as the external road box, which could be between 15-19 MPH. I have an F-20 with the high speed 4th, and plan to put a road box on it for comparison. With the selections of speeds, it should make a good parade tractor.

Yes, this is a factory road gear option. It actually is a 5th gear (although slower that 5th in a H or M). They kept the old 4th gear and renumbered it as 3rd.
