international 354 3pt hitch

I recently aquired an international 354 tractor. The tractor has been sitting for many years and some parts were in real bad shape. I got it running not too long ago and it runs fine but i am having trouble with the three point hitch. I hooked my hay rake up to it and it raises up and then settles a little bit then raises up again (sorta like a continous bouncing affect). I turned the isolating valve off and it stays in the raised position. I think i have a bad ring on the lift cylinder but if i did it would still lower when i have the isolating valve off right?

If anyone has any ideas on whats wrong i would appreciate a reply. i would like to have an idea on what to look for before i take it appart

Can either of you fine fellows post a few pics of your tractors. I've got a 354 completely all apart and in wood boxes. I moved it from NY to Georgia 6 months ago. I'm hoping to begin building it up soon as I can get my garage ready. Be nice to see one all together. Don't see many of these around. I started restoring this basket case quite a few years ago now. Guy traded me this machine and all its missing parts for some mechanical work. Got $2,000 in it so far. Still need to do the motor. Got most all the rest of new parts gathered up, unassembled. The hydraulic housing is done. That was one of the first parts I went thru. It was finished up several years ago with a complete overhaul. That was a moderate complex job to do. I went thru the whole thing. I spent about $400 in parts on that but mine had a few busted parts inside and I had to pay the IH premium. I;m still looking for a hydraulic fiting that goes on the power steering cylinder. It's metric I think. IH wants $50 for that. Hope it all works, all in good time.

I have a 354 and just finished going through it with new o-rings, gaskets, etc. It was hicupping as you describe. Mine would leak down with the isolator valve closed, although not as fast as with it open. I found a bad o-ring on the lift piston, an egg-shapped seat where the relief ball sets, and a slightly scored relief ball. Also several of the o-rings had flat sides on the mating surfaces. It's now holding great. I used an IH Blue Ribbon service manual to guide me though the process. This book shows that fluid is trapped in the cylinder, the relief valve, and the position control valve when the position control valve is in neutral (not raising or lowering). If yours holds with the isolator valve closed it is probably one of those valves. Whe you get it torn down that far it makes sense to re seal the whole thing.
