Thanks in advance

There are quite a few locations in the mechanism that could be the issue. However, I had the same problem on a 400D that I purchased this summer. I found that the problem was that all of the compression valves were frozen in the closed position. I found this only after I removed the cylinder head. It was an easy fix after that though. I just sprayed some PB Blaster on the top of each valve spring and began to lightly tap on the top of the valve with a hammer. After a few minutes, all four were loose and ready to go. I put the head back on and the lever worked like it should.

Instead of removing the head, you might check the compression valves by removing the valve cover and checking to see if you can push the caps on the compression valves down. If not, you might be able to loosen them by spraying with solvent and tapping.

The change over linkage goes down the left side of the tractor to the center of the block at that point the linkage goes thru the block to the right side. At that point on the right side you will find where the linkage attaches with the gasoline carb & manifold. There is a spring about 1" long that makes this all work. Sometimes they break or just loose their tenstion.

This spring is really pricey from IHC but one off the shelf at the Hardware store will work just fine. Less than $2.00.

GOOD LUCK
