what should i use to get the top of the block where the head sits clean?sandpaper or something of that sort?

I use a metal finishing disk in a drill. I get them from my local parts house. They will tear off everything from a flat surface, don't shed like sandpaper or throw wire shards at me when I’m using them. They leave a nice polished surface behind.

what about dirt and dust falling onto the crank,cam and lifters?should i worrry about that?

Yes. On the M you can take off the cover on the distributor side of the block and stuff a rag on top of the lifters. I also stuff rags and paper towels in the cylinders to keep dust and dirt off the crank. Then I vacuum or blow off the top of the rags before removing them. You can also hang a rag or paper towel over the crankshaft journals. I make every effort to prevent anything from touching the crank. Cleanliness is essential for good engine rebuilds. The only things you want in a rebuilt engine are the parts and oil.

I use a wire wheel in a drill to clean up heards and blocks. I hate sand paper becuase it can get sand and grit in to places that you don't want it.

3M makes a small (~2") diameter disk with velcro like prongs sticking out on the bottom. it has a 1/4" shaft for an electric or air drill motor. The disks that go on it are inexpensive and it works very well.
Put clean rags over exposed lower end parts and blow off chips and shards with air when done cleaning (being careful not to blow material into cracks, then remove the rags carefully. JimN
