Just had a similar experience with my 560. Water had somehow gotten into the air cleaner and froze. Found out they don't run good when trying to suck air through a solid block of ice. Otherwise check for an obstruction in the air cleaner.

If the hose from the carburator to the air cleaner collapses - Sounds like the air cleaner is clogged.

Remove the entire air cleaner from the tractor. Clean the cup. Wash the body with solvent or soak in kerosene for several days. Slosh the body up and down every so often. Take a bottle brush to the air inlet tube.

Reoil the steel wool if you used solvent to clean the air cleaner. Fill the cup to the line with 30 wt oil.

Easy check is to remove the air cleaner hose from the carburator and see if engine performance improves.

If I'm reading what your saying right you have a gas/carb problem. Chokeing it like that forces it to get more gas and that is only needed if you have a lack of gas to the carb or the carb is clogged.

You need to do a thorough cleaning of the oil bath air cleaner. Sounds like it is completely full of dirt and sludge, and will not allow any air to pass through.
