A govenor arm

How much "free play" if any, should the governor arm have? I have a 46 A and you can move it at least an inch. I am thinking either a spring or bushing is worn.

There is free play when engine is off as gov wts are relaxed. Adjusting carb wont stop surging. Sounds like your linkage is all mess up. With engine off. Disconnect the clevis going to the carb. Now open throttle full. Now go back to the clevis and adjust the clevis so when carb is held full open clevis pin should go back in.

Is it running OK? If it's not surging or rolling, I would leave it alone.

It surges alot after you push the throttle up past halfway. It is fine if it is just idling. I thought it have something to do with the carb but I only have 1 adjusting screw and it does not help much on the surging.
