Dear Ian The unit should return to hold when topped out. Either the lever is binding inside, you mistook the pressure sensitive return control for the overall pressure limit valve, or the unit is sticking. most likely it will need to be gone through with a manual. Putting washers under the spring is similar to pennies in a fuse box. It works till something else blows.

thanks for the info. but what do you mean by the pressure sensitive return control for the overall pressure limit valve? i'm presuming overall pressure limit valve is the relief valve.
