Jim,

We don't know the history of your problem but I assume you have fuel THROUGH the carb and spark at the right time. That leaves compression. If you have a sticking intake valve the engine CANNOT run. Pull the plugs and do a sery simple compression test on all cylinders. Hold your thumb over each plug hole and crank. It doesn't matter at this point how much compression you have... only that you have some in each cylinder.

Four of my Cubs are '48s and all start easily run very well.

Since you have fire at the plugs, you need to check your plug wires to see if they're going to the correct plug. The firing order is 1-3-4-2
with No1 near the radiator. Your rotor turns CW
and the wires on your distributor or mag should be connected to the cap in this pattern.
2-1
4-3 The cap should have No1 on it at about 1 o'clock. Connect No1 plug wire to No1 plug, then No3 to No3 plug. then No4 and then No2. Hal

Jim , I have a 48 Cub and have had a fair share of starting problems. Some times when mine wont start I drain the carb then it will start. Have you done any thing that would change the timing? Does the tractor still have a magneto? sometimes the mag can be shorted inside making it not start. This happened on a friends Cub. I found one that the lead from the condensor was touching the inside of the dist shorting it out. Lots of things can give you starting problems and I may be wrong but it seems the Cub is more sensitive to starting problems than my H's. Hope you get it started soon. Ed
