IH 350 Utility Starting Problem

My son just bought a farm and an International Harvester Farmall 350 Utility tractor was parked in a barn. We"re trying to evaluate whether it"s worth rebuilding. It looks like it"s been setting for quite awhile. The starter was bad so since starter/alternator rebuilding was a prior sideline of mine, we rebuilt the starter.
The problem is the engine will turn fine without the plugs installed but won"t turn with them installed. I"m confident the starter is fine. It"s a 6 volt with positive ground and we tried to turn it with a 12 volt battery. Any advice will be greatly appreciated, thanks.

after you have done everything everyone else, when it"s time to put plugs in, put them in one at a time and spin it to see if one cylinder is dragging, valves, etc.

As Joe says and also the engine could be stiff from sitting and that will also cause you problems. In any case I'd fill each cylinder with tranny fluid and let it sit at least over night. That will help lube up the engine/ brake down the rust in the cylinders and also help to unstick any stuck rings.

I had the same problem with my 300 U. The answer was heavy battery cables with good connections. After that no problems with plugs in.

Big fat cables with 3/8 of stranded copper is a great answer. If that does not do wonders, swap the starter with a good one (if possible). If the tractor is trying to start, and the timing is advanced, it will back against the starter, and not turn well enough to start.
