Super A wheel weight

In trying to remove the right rear wheel weight i sheered off one of the bolt heads. The bolt is stuck and won't move. The wheel weight holes aren't threaded so i can't figure out why it won't punch through.
Any ideas would be appreciated.

It has to be just stuck on. I believe carriage bolts were used so that you could tun the nut at one end without the bolt itself turning. Carriage bolts tend to get stuck hard sometimes because of there design. That square shoulder can jam pretty tight into the square hole. Heat and force would be my answer.

It's probably rusted, I would put some heat on it from an acetylene torch. Hal
