OK, I have the vertical steering shaft with worm wheel assembly out of the front housing and have removed the through bolt, but how do I get the shaft out of the assembly? Shouldn't I be able to support the lower bearing cover and press/beat the shaft down through the assembly? It sure is tight! Will this removal method damage the lower bearing?

I have used an oak block and a hammer to get them apart. However, better to use a bearing press. The fit on these is not real tight as compared to some pressed fits. Careful with the seal holder. They are easily broken.
