Farmall H overhaul?

I notice a lot of oily sludge on my number 2 cylinder spark plug(consistancy of tar) and the power seems weak on the tractor. The other 3 cylinders show some flakey carbon deposits, but not too bad. Does this mean that it is time for an overhaul? It is a 1941 H. When is it time to do a complete overhaul?

Do a compression test on the engine, check all four cylinders, and then do it again, only this time add about 3 tablespoons of motor oil into each cylinder. If the compression readings improve, then it is time for at least a set of rings. If the added oil doesn't improve the readings, then it is time to have the head reworked. If it were mine I would consider a total rebuild of the engine, sleeves, pistons, rework the head, etc. Then you will know without a doubt that you have a good, strong engine.
