How do you rebuild the belt wheel, and what do you use to do it, 47-H. Or where do I send it to get it done, thanks to all who reply

It would most likely be less expensive to buy a good used pulley than to rebuild yours. There are quite a few good used pulleys available.

I presume it's one of the laid-up laminated paper pulleys. If so, try Paper Pulleys Inc., Columbia, TN. They do an excellent job. It's not something that most of us could take on ourselves.
