We have a 504 that was repaired before we got it. Someone drilled the shaft and arm. Then put a 3/8 or 7/16 grade 8 bolt through it. Another idea is to remove the arm and split it using a saw or die grinder and thin abrasive disk. Squeeze it together at the cut in a vice and weld together. This will take some, if not all, of the "slop" out of the arm. Or you could just do as you Cowman suggested and weld the arm to shaft. Don't worry about seals, as there are none in the spindle.

if the spline and the arm is already worn you have nothing to loose by trying. I welded a 1000 PTO shaft that way once and it held for years. I drove in a couple nails to wedge it tight and then welded the heck out of it.

Welding both sides will help hold it straight on the shaft, however it may ruin the seal on the shaft. If power steering, the leak could be tremendous. Protect the seal from spatter and heat by making a two part shield from tin, and welding short 10 second passes with cooling between with wet rags.

Sam, You might try Permatex Bearing and race locker. If you could shim the splines and fill them with locker it might just work.
