I installed a re-built head on my H used the valves from the old head as they were like new. when I went to adjust the valve clearance there was one valve I could not get lose enough. With the adjusting screw backed all the way off I could not get over 5 thousands clearance what could be causing this? thank you.

Is the pushrod seated down into the lifter? Is the lifter maybe stuck in its bore?

There are only two possible problems (assuming the engine was running before repair, and not stuck. And that you have measured the installed height of the valves, and this one is higher than the rest.

1} The valve in that hole was ground more than allowed, causing it to end up shorter (deeper) in the head. Your fault for not comparing the valves on assembly, an your nickel.
2} The other possible grief is that the valve seat was machined/ground too deep alowing the acceptable valve to set too deep in the head. This is the probable cause. It is not acceptable to get this poor workmanship (at least without warning) from the shop. The fix (if you decide to do it) is to have at least one hardened valve seat installed. (I'd have them all done, with the shop picking up a chunk of the cost. If it had been done correctly, you would not be into the engine now.
Repair?!?!?
Look at the valve stem where it comes out of the retainer, If there is 1/16" or so sticking up, I would grind the tip of the valve (die grinder or dremel with much cloth to catch grinding dust). Maintain the flatness and take your time. Remove only enough to get the adjustment, plus .005".
This valve will be shrouded by the material around the deep seat to some degree, and thus not flow as well as normal. It will probably provide fair service, but not ultimate power.
