F-20 Throttle slow to respond. Need help.

I posted this in an earlier message with no response and am trying again. When I advance or reduce the throttle is responds very slow. It take 10 to 15 sec for the RPM's to lower. It does respond better in advancing the throttle. I did rebuild the carb after I found a bee's nest in it. Is this a govenor spring problem? My F-12 responds immediatly. What could it be.

Mine kinda does the same thing...when I first start it, it idles slow and smooth. Once I rev it up one time, it won't ever idle very slow again until I retard the timing on the mag kill switch when I'm shutting it off. When I reduce the throttle, the last several degrees of movement before slow idle have no effect on engine speed, although when I increase throttle it speeds up properly.

kinda depends what you have. The original F20 goverenor was not a variable speed device and only goverened at high idle.
