Those cables were to assist in turning. When you turned the wheel so far it apply the brake and helped you turn.

Not just "help you turn" but even more...it'll apply the brake to the inside(of the turn) rear wheel and lock it up completely if you turn far enough allowing you to turn the tractor as short as possible- the inside rear wheel's locked up and it spins around it and the narrow front wheels will be turned far enough that it will just pivot in a complete circle around the locked up rear wheel...you can do a complete 180 and drive the inside rear tire back out on it's own tracks.

Just to add a bit more- the turning brakes were originally designed to help turning at the end of rows when cultivating or doing other farm work, but in this area they were favored for helping turn tight corners when mowing hay.

Hey the old girl looks pretty good, how bad was it when you started, trying to get a 1939 F-14 from a guy that has been sitting with trees growing through it for over 20 years, if the guy ever decideds I can have it I am afraid what I will find when I start tearing it apart..

It was a running tractor when I bought it this spring. I added the electric start setup and changed fliuds and alot of the seals. I put new front tires on and then painted it
