I have to remove the Exhaust/Intake Manifold from my H. How do you remove the throttle Shaft from the governor.

Don't. Remove the throttle shaft from the carburetor side instead. When you reinstall, just make sure that the pin on the shaft fits into the slot on the throttle body on the carb.

How do get to the Carb shaft. Do you start by removing the two screws?

Yep, remove the two screws. That's all that is holding the throttle shaft to the carb. If you are going to remove the carb, disconnect the fuel line (shut the fuel off first), disconnect the air intake hose and choke rod. Remove the two nuts holding the carb to the manifold - sometimes the studs screw out instead of the nuts - that's OK, drop the carb and the shaft end should slide right out.
