I've got an 8N, usually pay most attention to that board, but don't hold it against me....

After discovering my neighbor had fried his coil by putting a 12V battery in, and had the plug wires going to the wrong nipples on the cap, his Cub started right up. Problem now is in the carburetion, and perhaps governor. He rebuilt the carb last year, but I'm not convinced it's right. But more basic than that, what are the screw settings supposed to be for it to begin with?

We could get it adjusted to idle just fine, then attempting to throttle up just caused it to die. When we'd get it to run fine at full throttle, it wouldn't idle.

"Any help would be appreciated", as the saying goes, and this is certainly true.

The only adjustment screw on the cub carb is the idle adjustment. The rest is basically controlled by float height setting and making sure the main jet is clean.
Try removing and cleaning the main jet (hex nut on the side of the body)run a small wire through it to make sure it isn't partiall plugged. The other major setting is float height and drop. Check the link for detailed information on setting it up right.

There is also a screen at the fuel line inlet to the carb, make sure it is clean and it is getting enough fuel.
