Lost power steering on 300 utility

On my 300 u the controls for the hydraulics are on the tank on the right side of the seat. From the back pair, the instide goes to the power steering and the outside the 2 point. The control units and 2 point cylinder were leaking. I took the units off and the cylinder, and replaced many "O" rings. On the inside back unit (power steering) all I did was I removed two retainer plugs opposite of each other and replaced the "O" rings on them.
Seems I have gotten the leaks fixed, but now the power steering does not work!
What could of happened and how do I fix it?

Additional info on my dilema. I also took another plug out from the bottom of that control and replaced a "O" ring on it.
I thought the system may not be bled well enough, so I jacked up the front end and turned the steering all the way one way and then the other, about 20 times. Then drove it, it didn't fix anything, but I noticed the power steering seems to work when running the loader or 2 point at the same time.
I really need help! Thanks

There are two pairs of control units (front amd back) and three control levers. One lever is on the outside of the back unit for the two point and the power steering is fed off the inside back unit (no lever). There are two control units and two levers on the front pair for the up and down of the loader and the tilt of the bucket.

I think, and hope, it is fixed. I had the bolts too tight and they were apparently warping the control unit to where the control value was binding before it got to the top. Loosened them and the power steering seems to work.
