Does the expansion plug at the bottom of the manual steering unit get put in like normal (with the cupped face point out) or does it get put in with the smooth side facing out?

The only way an expansion plug can expand is to be placed with the dome facing away from the casting (out) This dome allows the plug to be flattened, expanding the circumference and sealing the hole.
I use #2 permatex sealant on the clean hole before insertion to add to my feeling of security.
