Last night I changed the points in the magneto for my H tractor. When I was finished I hit the starter button to hear the sound of the motor, and all it would do is turn over, no fire. The .013 gap is correct but something did not go back the way it was supposed to. Could someone please walk me through what steps are required to get it back in sync? Thank you in advance.

You probably got the rotor out of time when you put it back together. It's easy to do. The plate over the points has a gear drive in it.

Take out the plugs, put your thumb over the hole to #1 & have somebody turn it over slowly. When the pressure pushes your thumb away, it's on it's compression stroke. Shine a flashlight in the plug hole and see when #1 is at Top Dead Center of the compression stroke. When it is, set the rotor to the distributor contact for #1 plug wire.

Should fix you up.
