Timing an 806 diesel

I have an 806 diesel that is hard to start. It has a new pump and injectors as well as new starter. It whips over fine with the charger on it and it still won't start. It acts as if it is retarded. We had it running and it would barely start after being shut off for 1 minute. After 10 minutes the same thing it will almost do it but not quite. I have seen some pumps you can rotate, I do not see grooves on this on for rotating. Do I have to take the pump loose and move on gear? Do I need to take lines loose? I don't see any other obvious way to change the timing. Any leads appreciated, I would like to use it this fall. I have a manual but I can't find it, it will turn up when I buy another I guess.

First off you did not say if it was a roosamaster or the RD pump ?? Ya need to pull the plate on the bell housing and find TDC and install the pointer and make sure that you are on 1 TDC and not 6 then ya have to open the window on the pump and make sure that the marks are aligned . If you are not sure that you are on #1 TDC then pull the valve cover and CHECK. And if you were the one that installed the pump did you make sure that the DOT's on the shaft and the inside of the pump match , this only applys to the Rossamaster .

8degress before top dead center is the timing for the 8.Turn the flywheel to that then see if the marks line up on the the pump if not rotate pump or you will have to remesh the drive gear to get it to line up.Make sure you are on number one piston compression.
