Head retorque

I was in a slight arguement today about retorquing the head on a 140. Is it better to do it when the engine is still warm or cool or does it matter at all.

My IH manual's say to retourqe with engine warm. Then in a side note it says "warm mean's any tempeture above freezing". Also states it is "preferable to retorque with engine cool as working on a hot engine can lead to poor workmanship".
